Born as Rachel Alice Marie Skarsten on April 23, 1985 in Toronto, Canada, she is a Canadian actress famous for her performance as Dinah Lance on the TV series Birds of Prey, as Tamsin in Lost Girl, and Elizabeth I of England in Reign. Her mother Mary Alleen is a Canadian, and her father Dr. Stan Skarsten is a Norwegian. She also has a younger brother. Rachel undertook training at the Royal Academy of Dance for 12 years and attended the Claude Watson School for the Arts from grades 4 to 8. At the academy she majored in visual arts and the cello. She continued in the Claude Watson Arts Program at Earl Haig Secondary School from grades 9-12. She majored in visual arts.

After she was discovered by an agent at a memorial for her father, she was cast as a regular in shows like Little Men. Soon she got her “big break” as a lead in the Warner Brothers TV series, Birds of Prey where she played Dina Lance. She is a passionate trampoline athlete and enjoys playing the piccolo.
